Overview
Tortuga Reef is a snorkel spot off Fajardo, about a 20-minute boat ride along the coast. Local operators use it on their Icacos snorkel tours: one makes it the first stop, with about an hour on the reef before the beach, and another picks it by weather. That operator places its snorkel reefs in La Cordillera reserve; check current DRNA rules. Published detail on depth and reef life is limited.[1][2]
