Overview

Cayo Luis Peña is a boat-access site off Culebra, with depths reported to about 50 feet. It is reported to lie within both the Canal Luis Peña Natural Reserve, a no-take area, and the Culebra National Wildlife Refuge. The refuge unit is open sunrise to sunset and reachable only by boat, so visitors arrange their own transport; some tours include the reserve fee.
